New Technology Sourcing Laws and Regulations in Cyprus 2025

We are pleased to announce that our firm’s advocates, Loukiana Kyriakou and Katerina Constantinou, have contributed the Cyprus chapter to the International Comparative Legal Guide – Technology Sourcing 2025.
Their contribution provides a detailed legal overview of the technology sourcing landscape in Cyprus, addressing critical legal and regulatory considerations, including:
- Procurement Processes: Private sector procurement adheres to general contract law, while public sector procurement is governed by the Public Contracts Law of 2016 [Laws 73(I)/2016 and 140(I)/2016], in alignment with EU Directive 2014/24/EU.
- Dispute Resolution: Technology procurement disputes may be resolved through litigation, arbitration, or mediation, with Alternative Dispute Resolution (ADR) often preferred due to its confidentiality, efficiency, and flexibility.
- Cloud Computing Services: While there is no standalone law regulating cloud procurement, public cloud contracts fall under Law 73(I)/2016. Key legal issues include data protection, security, compliance, and contractual obligations.
- Artificial Intelligence (AI): Cyprus does not yet have a dedicated AI law, however, it is progressively aligning with the forthcoming EU Artificial Intelligence Act. Data used to train AI systems must comply with the GDPR and may be licensed but not owned. Intellectual property rights over autonomously generated AI output remain legally undefined under current national legislation.
